I think your proposal for mobilizing a global R&amp;D effort modeled after CEAM has great merit in light of the scope of Rare Earth supply chain issues and the recently raised prospects for funding coming from Washington (based on the recently announced initiatives by DoE and Rep Coffman from Colorado).

The creation of globally competitive and diverse supply chains for Rare Earth technologies for Green Energy will require global collaboration and investment in R&amp;D.  The model you present gives government, industry and academic stakeholders a conceptual starting point for coordinating such activities.
